Renames the "sport fishing enterprise account" to the "sport fishing enhancement account" and removes bonding authority provisions related to revenue bonds under AS 37.15.765-37.15.799.

Allocates surcharge funds as follows: $2.50 per surcharge to fisheries management, research, invasive species suppression, habitat restoration, and facility maintenance; remainder to sport fishing stock enhancement and hatchery facility maintenance.

Reduces sport fishing surcharges across all license types (resident licenses from $9 to $6.50; nonresident 14-day from $30 to $27.50; nonresident annual from $45 to $42.50; and other license types proportionally).

Removes the sunset provision that terminated surcharge collection authority when bond obligations were discharged.

Requires funds remaining in the sport fishing enterprise account after bond discharge to transfer to the sport fishing enhancement account; takes effect January 1 of the calendar year following notice that specified conditions in prior law are met.
