Establishes a division of administrative services in each state department with an administrative services director appointed by each department commissioner.

Administrative services directors supervise administrative functions of their departments, including budget preparation and policy matters.

Prohibits the governor from assigning one department's administrative functions to another office or department.

Modifies AS 44.17.060 to require unassigned administrative functions be assigned to the department best suited to perform them, subject to the new divisional structure.

Makes the act retroactive to December 1, 2018.
