Entry permit holders must sign and submit fish tickets for all fish harvested and may only sign tickets for fish harvested in their presence.

Allows entry permit holders to delegate fishing authority to another person for up to five years, with the delegated person's name listed as a second name on the permit.

Permit holders who delegate authority must sign a declining percentage of fish tickets (70% first season, declining to 30% by fifth season), except for permits transferred by right of survivorship.

A delegated person may only fish one entry permit at a time, has no ownership interest in the permit, and cannot receive the delegation if their fishing privileges are suspended or revoked.

Entry permits may not be delegated more than twice during the period held by the same person, and the commission must adopt regulations to implement these delegation provisions by January 1, 2021.
