Increases installment payment periods for state land sales from 20 to 30 years and allows the director to set earnest money deposits at 5 percent of purchase price for all sales methods.

Creates new commercial land leasing program permitting state land leases up to 5 years (renewable for one additional 5-year period) for qualified opportunity zones and publicly nominated lands, with lessees able to purchase land at fair market value after meeting development requirements.

Increases state land disposal income fund threshold from $5,000,000 to $7,500,000 before depositing excess funds into general fund, allowing more revenue retention for land disposal program costs.

Authorizes state land access road construction to low standards exempt from municipal platting with determination of right-of-way width by Division of Lands and Department of Transportation.
