Directs the commissioner of revenue to include an additional $1,304 payment in the 2020 permanent fund dividend for eligible individuals.

Limits eligibility to individuals who received a 2019 permanent fund dividend and are eligible for a 2020 permanent fund dividend.

Appropriates funds from the earnings reserve account (AS 37.13.145) to the dividend fund for these supplemental payments.

Specifies that the appropriated amount may not be counted toward the calculation of the regular 2020 dividend under AS 43.23.025.

Takes effect immediately upon enactment.
