Requires health care insurers offering short-term limited-duration insurance policies in Alaska to cover 12 essential categories including ambulatory services, emergency care, hospitalization, pregnancy/maternity services, mental health services, prescription drugs, and preventive care.

Prohibits insurers from offering short-term policies during health care exchange open enrollment periods, to individuals qualifying for special enrollment periods, or to those previously covered by short-term policy renewals.

Limits annual cost sharing to $5,000 for self-only coverage and $10,000 for family coverage, with the director adjusting these amounts annually based on the Consumer Price Index for Urban Alaska.

Restricts short-term policies to a maximum term of 90 days and allows no more than one renewal per individual.

Takes effect July 1, 2021, and applies to policies entered into or renewed on or after that date.
