Prohibits manufacture, sale, and distribution of covered products containing organohalogenated, organophosphorous, organonitrogen, or nanoscale material-based flame retardants, or antimony, effective January 1, 2021.

Covered products include upholstered furniture used in the home and child-related products such as clothing, toys, mattresses, crib mattresses, bedding, and nursing pillows.

Exempts used or secondhand upholstered furniture and child-related products, motor vehicle components, watercraft, aircraft, and products primarily used outside the home.

Establishes civil penalties of up to $500 per day for first violations and $1,000 per day for subsequent violations, with violations also treated as unfair trade practices under Alaska consumer protection law.

Authorizes the Department of Environmental Conservation to participate in an interstate chemicals clearinghouse to track flame retardant chemicals used in covered products.
