Reduces the abandonment period for vehicles left on private property without owner consent from six months to 45 days before the vehicle is presumed abandoned.

Allows private property owners to claim title to abandoned vehicles and transfer ownership after the 45-day period, subject to providing notice requirements.

Requires property owners claiming abandoned vehicles to notify the registered vehicle owner and lienholders using department-prescribed methods, or by court publication if the vehicle is unregistered or owner information cannot be determined.

Notice must include the vehicle's location and the period of abandonment.

Applies only to vehicles abandoned on or after the effective date of the legislation.
