Increases the maximum fine for traffic infractions from $300 to $800.

Clarifies that persons who abandon vehicles are liable for removal and disposal costs in addition to criminal penalties under AS 28.90.010(b).

The increased penalties apply only to offenses committed on or after the effective date of the Act.
