Adds definitions for "caucus" and "legislative body" to the Legislative Ethics Act (AS 24.60.030).

Prohibits a legislator from committing or binding another legislator to vote for or against bills, appointments, vetoes, or other measures through a caucus vote.

Allows legislators to vote in caucus meetings on matters directly relating to selecting caucus officers or legislative body leaders.

Permits legislators to conduct informal polls outside of full legislative body meetings to determine how other legislators may vote on measures.
