Expands the adjutant general's authority to order the organized militia into active state service during wildland fires, earthquakes, flooding, or other natural catastrophes without prior gubernatorial approval when time does not permit.

Requires the adjutant general to make reasonable and continuous efforts to contact the governor for approval of emergency orders and to reassess the need for militia response within 72 hours if gubernatorial approval is not received.

Makes decisions by the adjutant general to order militia to duty subject to gubernatorial review, while decisions by the governor remain final.

Clarifies that the governor is commander in chief of the organized militia through the adjutant general, who exercises control and command of the military department and adopts regulations for organization and administration of militia forces.

Removes previous delegation restrictions by repealing AS 26.05.170 from the list of powers the governor cannot delegate to the adjutant general, now allowing delegation of all military justice authorities except AS 26.05.450.
