Designates the bill as the "Equal Pay and Living Wage Act" and establishes an annual report requirement on fair pay practices due January 15 each year.

Requires the Department of Labor report to include information by election district on equal pay for comparable work regardless of protected characteristics and wages sufficient for a family of four with two children based on full-time annual work schedule.

Increases Alaska minimum wage to $15.00 per hour effective January 1, 2020, with subsequent annual adjustments for inflation using Consumer Price Index data for the Anchorage metropolitan area rounded up to the nearest cent.

Applies the $15.00 minimum wage increase to contracts made on or after July 1, 2019.

Takes effect July 1, 2019.
