Establishes the Alaska Invasive Species Council in the Department of Fish and Game as an advisory council to coordinate prevention, management, and eradication of invasive species among state, federal, tribal, and local agencies and nongovernmental organizations.

Council consists of 17 governor-appointed members representing agriculture, fishing, tourism, transportation, and tribal interests serving three-year terms, plus ex officio members from federal and state agencies and the Alaska Railroad Corporation.

Department of Fish and Game may classify non-native species as prohibited, regulated, or approved based on risk of harm to economy, environment, or human health, and may use chemical, biological, mechanical, or physical methods to control invasive species.

Requires inspection and decontamination of seaplanes, boats, and personal property to prevent transport of invasive species between water bodies, and authorizes department to designate infested waters and restrict activities within them.

Establishes invasive species response fund in the general fund and requires council to submit updated five-year strategic plan to legislature by January 15 of each odd-numbered year addressing economic effects and funding needs.
