Removes "natural person" restriction from operator's license provisions, allowing municipalities and qualified organizations to hold licenses directly without requiring a natural person intermediary.

Allows municipalities and qualified organizations other than natural persons to hold operator's licenses by designating an employee or member who has passed the required test instead of the operator themselves.

Permits operators to sell raffle and lottery tickets on third-party premises without posting permits or obtaining liability insurance if certain conditions are met, including possessing license/permit copies or printing license and permit numbers on tickets.

Establishes that the department must administer the operator's test at least four times per year and defines "person" in the charitable gaming context to include natural persons, sole proprietorships, and limited liability partnerships formed by natural persons.

Allows current operator's license holders to continue operating under existing terms until license expiration, after which they must comply with amended regulations.
