Requires physicians performing or inducing abortions to use the method that provides the best opportunity for fetal survival after removal from the womb, unless doing so presents serious risk to the pregnant woman's life or health, based on the physician's clinical judgment.

Mandates that any health care practitioner present when an unborn child is removed alive shall exercise the same professional skill, care, and diligence to preserve the child's life and health as would be provided to a child born alive at the same fetal age through natural birth.

Defines "alive" as a child having spontaneous respiratory or cardiac function or umbilical cord pulsation after birth or removal from the womb, regardless of whether the cord has been cut.

Defines "clinical judgment" as a physician's or surgeon's subjective professional medical judgment exercised in good faith.

Applies to all abortions performed or induced on or after the effective date of the act.
