Prohibits abortions when fetal age is 20 weeks or older, with exceptions for pregnancies resulting from sexual assault, sexual abuse of a minor, incest, or when abortion is medically necessary.

Requires physicians performing abortions at 20 weeks or older to use the method that provides the best opportunity for fetal survival if the child is viable and the method does not present serious risk to the pregnant woman's health.

Mandates that any health care practitioner present exercise the same degree of professional skill and care to preserve the life of a child removed alive from the womb as would be provided to a naturally born child at the same fetal age.

Repeals the existing prohibition against partial-birth abortions under AS 18.16.010(g)(1) and AS 18.16.050.

Applies to abortions performed or induced on or after the effective date of the Act.
