Amends AS 29.35.450(c) to require separate voter approval from each affected service area before abolishing, replacing, altering, or combining road, fire protection, or parks and recreation service areas.

Exempts fire protection service area changes in second class boroughs that increase parcels by no more than 6 percent and add no more than 1,000 residents, or changes where property owners request removal or parcels transfer to more accessible fire protection services.

Allows road service area abolishment or consolidation in second class boroughs without voter approval if taxes have not been levied for 12 months, the service area board has not met with a quorum in 12 months, or road maintenance contracts fail to meet minimum standards required by law.

Permits consolidation of two or more road service areas if service area boards jointly request consolidation to create a single new service area including all parcels from the consolidated areas with no additional parcels.

Exempts voter approval requirements for road service area boundary changes involving subdivisions or parcels where maintained roads provide the only required access, or changes to exclude parcels not relying on service area roads, include parcels in multiple service areas, or include partially-located parcels.
