Allows individuals to petition agencies to repeal or modify occupational regulations, requiring agencies to respond within 90 days by repealing the regulation, modifying it to meet the standard, or issuing written findings explaining why it conforms.

Permits court challenges to occupational regulations where plaintiffs can prevail by proving the regulation unreasonably burdens entry into a profession and the agency failed to prove necessity or a less restrictive alternative exists.

Requires winning plaintiffs to receive injunctions against enforcement and awards of reasonable attorney fees and costs; establishes a tiered hierarchy of less restrictive regulatory alternatives from market competition to occupational licenses.

Mandates each agency conduct a comprehensive review of all occupational regulations within one year, publish findings on public health and safety objectives served, and report to the legislature within 15 months on actions taken to conform regulations to the new standard.
