Increases the veteran discount on state land purchases from 25 percent to one-third of the purchase price for non-commercial and non-industrial uses.

Eligible veterans must be at least 18 years old, Alaska residents for one year prior to sale, and have served at least 90 days in the Alaska Territorial Guard or United States armed forces with an honorable or general discharge under honorable conditions.

Permits early service separation due to service-connected disability or early separation upon return from overseas deployment to qualify for the veteran discount.

Prohibits combining multiple veteran discounts on a single state land purchase.

Takes effect August 1, 2019, with prior sales under the old 25 percent discount rate grandfathered in through July 31, 2019.
