Prohibits any person from knowingly performing an abortion after a health care provider detects fetal cardiac activity or rhythmic fetal heart contractions within the gestational sac, unless the abortion is medically necessary.

Exempts the pregnant woman from criminal liability for violations of the abortion restriction.

Establishes violation of the prohibition as a class C felony.

Defines "fetal heartbeat" as cardiac activity or steady and repetitive rhythmic contraction of the fetal heart within the gestational sac.

Defines "health care provider" as a person licensed, registered, or otherwise authorized under Alaska Statute 08 to provide health care services.
