CS FOR HOUSE BILL NO. 307(JUD) Summary

• Department of Corrections shall mail state identification cards and renewed driver's licenses to prisoners serving active terms exceeding 120 days upon request, with the department paying application fees.

• Commissioner must make good faith efforts to ensure prisoners serving over 120 days have a valid state identification card upon release.

• Prisoners may use department-approved computers to facilitate rehabilitation, reentry planning, case planning, employment, education, vocational training, legal reference materials, visitation, and health care access.

• Removes prohibition on computers in prisoner cells and replaces blanket "COMPUTER OR" modem restriction with approval-based system allowing computer use for specified purposes.

• Act takes effect January 1, 2021.
