Tolls all statutory and regulatory deadlines for action by the Regulatory Commission of Alaska during the COVID-19 public health emergency declared March 11, 2020, and any extensions thereof, with failure to act not constituting approval or dismissal.

Prohibits public utilities from disconnecting residential utility service for nonpayment during the emergency and requires reasonable efforts to reconnect service disconnected on or after March 11, 2020.

Allows utilities certificated under AS 42.05 to create regulatory assets for unpaid residential utility bills incurred during the public health emergency.

Prohibits landlords from evicting tenants experiencing financial hardship for nonpayment of rent during the emergency; tenants must provide an affidavit under penalty of perjury claiming financial hardship before the emergency declaration expires.

Prohibits foreclosure on property of persons experiencing financial hardship during the emergency; persons must provide an affidavit under penalty of perjury to the financial institution before the emergency declaration expires.

Repeals April 30, 2021 and takes effect immediately.
