Tolls statutory and regulatory deadlines for state agency actions during the COVID-19 emergency and for 30 days after, preventing failure to act from constituting approval or denial.

Excludes Alaska Permanent Fund dividends and COVID-19 relief payments from income calculations when determining eligibility for medical assistance and general relief assistance programs.

Prohibits state lenders from finding borrowers in default, seeking court findings of default, or seizing collateral during the emergency and for 30 days thereafter.

Establishes a moratorium on disconnection of residential utility service for nonpayment and requires reasonable reconnection efforts for properties disconnected on or after March 11, 2020.

Prohibits eviction for nonpayment of rent and foreclosure on properties of persons experiencing financial hardship during the emergency and for 30 days after, with persons certifying hardship under penalty of perjury.

All provisions expire June 30, 2020, with retroactive applicability to March 11, 2020 (the date of the governor's COVID-19 emergency declaration).
