Approves and ratifies the governor and executive branch's expenditure of federal receipts from the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) during fiscal years 2020 and 2021 through revised program legislative (RPL) packages totaling approximately $1.6 billion.

Ratifies the Legislative Budget and Audit Committee's approval of specific RPLs issued on May 1, 2020, and May 11, 2020, in response to the COVID-19 public health disaster emergency declared by the governor on March 11, 2020.

Removes legal uncertainty regarding federal receipt expenditures that were challenged in court by explicitly approving the actions retroactively to May 1, 2020.

Affirms the legislature's intent that RPL appropriations increase as approved by the Legislative Budget and Audit Committee, while clarifying that this approval does not abdicate the legislature's power of appropriation.

Takes effect immediately upon enactment under Alaska statute AS 01.10.070(c).
