Removes the marital relationship defense for sexual assault offenses under AS 11.41.425(a)(2)-(6), while retaining the defense for certain other sexual assault statutes.

Restructures sex offender registration duration requirements: offenders with a single non-aggravated sex offense register for 15 years; those with one aggravated offense or multiple offenses register for life.

Requires annual written verification of address for 15-year registrants and quarterly verification for lifetime registrants, replacing previous reference standards.

Adds persons charged and convicted as adults of offenses requiring sex offender registration in other jurisdictions to Alaska's sex offender registration definition.

Applies all amendments prospectively to offenses committed on or after the effective date of the Act.
