Amends AS 39.52.120(b) to clarify that the prohibition on public officers taking official action affecting their personal or financial interests is subject to exceptions in AS 39.52.220(c).

Creates a new exemption allowing Board of Fisheries and Board of Game members to deliberate and participate in matters involving their personal or financial interests related to fish or game resources, including those of immediate family members.

Restricts Board of Fisheries and Board of Game members from voting on matters where the supervisor or a majority of board members determine the member's further involvement violates conflict-of-interest statutes.

Requires Board of Fisheries and Board of Game members to disclose personal or financial interests on the public record and in writing to supervisors and the attorney general.

Takes effect immediately upon enactment.
