Exempts Alaska from observing daylight saving time (advanced time) and requires the entire state to observe standard time year-round.

Directs the governor to petition the United States Department of Transportation within 21 days to initiate proceedings under the Uniform Time Act of 1966 to change Alaska's time zone boundaries or place the state in the Pacific Standard Time zone.

Requires the governor to send a copy of the Act and any necessary documentation to the appropriate U.S. Department of Transportation official.

The petition to the U.S. Department of Transportation takes effect immediately upon enactment.

The daylight saving time exemption takes effect January 1, 2020.
