Amends Alaska Statutes Section 24.05 to add requirements for electing a permanent presiding officer in either house of the legislature.

If a house fails to elect a permanent presiding officer within 14 calendar days after the first regular session convenes, the majority political party shall elect one.

Election by the majority party requires a majority vote of that party's members.

If no single political party holds a majority of house seats, election of a permanent presiding officer requires a majority vote of all house members.
