Requires state agencies to post notice on the Alaska Online Public Notice System at least 30 days before creating, eliminating, or transferring any position in the classified, partially exempt, or exempt service.

Mandates state agencies deliver notices electronically to the governing body or chief executive of the nearest municipality and to all state legislators, or by other means if electronic capability is unavailable.

Adds notice of position changes as a required item on the Alaska Online Public Notice System, alongside existing notices for proposed actions, agency meetings, solicitations, and regulatory orders.

Defines "state agency" to include departments, institutions, boards, commissions, divisions, authorities, public corporations, committees, and the University of Alaska, but excludes the Alaska Railroad Corporation.
