Amends AS 44.31.020 to add a new duty requiring the Department of Labor and Workforce Development to coordinate and monitor state career and technical education programs.

Establishes a cooperative effort among the Department of Labor, the Department of Education and Early Development, the University of Alaska, and other entities involved in providing or funding career and technical education programs.

Changes the conjunction ending the previous paragraph from "AND" to "and," making the new subsection (8) an additional duty rather than the final duty of the department.

Takes effect immediately upon enactment under AS 01.10.070(c).
