Amends Alaska statute to require school districts to establish guidelines ensuring students in grades kindergarten through eight receive a minimum of 90 percent of the daily physical activity amount recommended by the Centers for Disease Control and Prevention.

Changes language from "may" to "shall" regarding inclusion of physical education classes and unstructured physical activity such as recess in meeting physical activity requirements.

Allows students to be excused from physical activity opportunities for medical reasons and provides exemptions for health and safety reasons (such as inclement weather) and students receiving school credit for athletics or extracurricular physical activities.

Establishes PLAAY Day (Positive Leadership for Active Alaska Youth) on the Thursday in February immediately following Presidents' Day each year to encourage youth physical activity.

Authorizes schools and communities to observe PLAAY Day with 30 minutes of synchronized physical activity performed by elementary students statewide at 10:00 a.m. Alaska Standard Time to help students meet the national recommendation of at least 60 minutes of daily physical activity.
