Municipalities and qualified organizations conducting charitable gaming activities with annual gross receipts under $20,000 are exempt from permit and fee requirements.

Organizations operating under the $20,000 threshold are not required to file reports or apply for registration, but must file an annual certification under penalty of perjury confirming compliance.

Amends the definition of "permittee" to include municipalities and qualified organizations conducting activities under the exemption, allowing them to contract with licensed operators.

Pull-tab games may be distributed to permittees operating under the exemption as well as those holding permits and licensed distributors.

The Act takes effect January 1, 2020, with the Department of Revenue authorized to adopt implementing regulations.
