Adopts the 2018 International Residential Code as Alaska's state residential code, establishing it as the minimum standard for residential construction statewide.

Requires the Alaska Housing Finance Corporation to ensure residential units financed after June 30, 1992 comply with either municipal construction codes (if they meet or exceed state standards) or the state residential code.

Allows the board to adopt later editions of the International Residential Code or other nationally recognized codes as the state residential code by regulation.

Requires municipalities to modify their building codes within two years to meet or exceed the comparable standards for similar housing established by the state residential code.

Changes terminology from "state residential building code" to "state residential code" throughout Alaska Statutes Title 18.56.
