Amends AS 42.30.410(h) to protect excavators from civil liability and penalties if they take all reasonable steps to locate underground facilities and contact operators, including notification through a notification center.

Clarifies that excavators who have made reasonable location and contact efforts are not subject to civil penalties under AS 42.30.440(a) or civil damages claims for inadvertent damage to unmarked or inaccurately marked underground facilities.

Excludes personal injury damages from the civil damages liability protection, meaning excavators remain liable for bodily injury claims.

Modifies AS 42.30.440(a) to make the civil penalty provisions subject to the liability exemptions created in AS 42.30.410(h).

Maintains civil penalty range of $50 to $1,000 per offense when violations result in or significantly contribute to underground facility damage, except where the exemption applies.
