Prohibits retail sellers from providing disposable plastic shopping bags to customers, effective January 1, 2021

Exempts plastic bags used for unpackaged food items (bulk grains, produce, meat, bakery goods), ice, flowers, prescription drugs, wine, newspapers, and pre-packaged garbage or pet waste bags

Allows reusable bags, defined as bags designed for repeated use, machine washable or cleanable, at least four mils thick if plastic, and built to last minimum 75 uses

Applies to retail establishments in permanent buildings including markets, grocery stores, convenience stores, and drug stores

Authorizes the department to assess administrative fines: $250 for first violation, $500 for second violation within one year, and $750 for each subsequent violation
