Establishes confidentiality protections for animal and crop importation records maintained by the Department of Environmental Conservation and Department of Natural Resources that identify a particular animal, crop, business, or individual, exempting them from public disclosure under the Alaska Public Records Act.

Protects voluntary test results and samples submitted to state agencies by animal or crop owners when the owner voluntarily submitted them or was required by law to submit them to the departments.

Allows disclosure of confidential records if either department determines there is a threat to animal, crop, or public health and safety and disclosure is necessary to address the threat.

Permits the Department of Environmental Conservation to disclose records to the Department of Natural Resources upon request to support state agricultural product marketing programs that certify products are grown or produced wholly or in part in Alaska, with the receiving department maintaining confidentiality.

Authorizes both departments to adopt regulations necessary to implement the Act under the Alaska Administrative Procedure Act, effective upon the law's enactment.
