Adds aggregation provision to theft in the second degree allowing prosecution when combined value of property or services taken from one or more persons or commercial establishments within 180 days is $750 or more but less than $25,000.

Expands fraudulent use of an access device to include identification documents, with penalties of class B felony ($25,000 or more), class C felony ($750-$24,999), or class A misdemeanor (less than $750).

Creates new crime of possession of motor vehicle theft tools as a class A misdemeanor, defining tools to include slim jims, master keys, altered or shaved keys, trial or jiggler keys, and lock pullers.

Specifies that "altered or shaved key" means a key modified by cutting, filing, or other means to fit multiple vehicles or vehicles other than those originally intended for the key.

Applies all amendments to offenses committed on or after the effective date of the Act.
