Suspends most Uniform Rules of the Alaska State Legislature during the First Regular Session of the 31st Legislature to allow the House to organize by majority vote without immediately electing a permanent presiding officer or forming committees.

House convenes daily at 10:00 a.m. unless a majority votes otherwise, and a motion to open nominations for permanent presiding officer may be made at any time.

All bills and resolutions must be introduced in the order received by the chief clerk, regardless of origin, and placed on the daily calendar without committee referral; the House considers them in calendar order unless a majority votes otherwise.

Temporary presiding officer receives specific authorities under Rules 16, 27, 28, 32, 34(a), 34(c)(3), 39(c), and 50 without body consent, while joint sessions require majority House vote rather than presiding officer approval.

Rule suspension expires upon election of a permanent presiding officer by the House.
