Establishes a bicameral legislative working group with four members from the House of Representatives and four members from the Senate, appointed by each house's presiding officer and including minority caucus representation.

Working group will review the use of earnings from the Alaska permanent fund and provide policy recommendations to the legislature during a 2019 special session.

Addresses unresolved issues including the annual draw on permanent fund earnings, transfers from the earnings reserve account to the constitutionally protected principal, and whether earnings should be contained in a separate fund.

Calls the Alaska State Legislature into a special session at a time and date to be determined for deliberating issues surrounding the use of Alaska permanent fund earnings.

Affirms legislative support for sustainable permanent fund dividends in perpetuity and the Alaska Permanent Fund Corporation's fiduciary responsibility to grow the fund.
