Suspends Rule 23(a) of the Uniform Rules of the Alaska State Legislature during the Second Regular Session of the Thirty-First Alaska State Legislature in response to the COVID-19 pandemic declared by the Governor on March 11, 2020.

Eliminates the preceding-Thursday notice requirement and five-day notice requirement for committee chairs in the House of Representatives and Senate.

Restricts committees to considering only legislative measures that substantially relate to and have as their primary purpose appropriating, raising, or allocating state revenue; confirming appointments; extending termination dates of boards, commissions, or task forces; or considering the public health disaster emergency.

Requires committee chairs to post written notice of meeting time, place, and subject matter at least 24 hours before the meeting as a replacement requirement.
