Amends Rule 1(b) of the Alaska State Legislature's Uniform Rules to modify the deadline for electing a permanent presiding officer from the 7th to the 14th legislative day.

If a permanent presiding officer is not elected by the 14th legislative day, the members of the majority political party shall elect one by majority vote of that party's members.

Removes the requirement for the temporary presiding officer to call for nominations from the floor on the 8th legislative day and conduct a roll call vote on nominated candidates.

Maintains that election of a permanent presiding officer requires a majority vote of the full membership of the house when elected through the initial nomination process.
