Suspends Uniform Rules 20, 21(c), 23(a), and 24(a) of the Alaska State Legislature regarding House standing and special committee procedures until the House passes a state operating budget to the Senate.

Reduces notice requirement for committee meetings from five days and preceding Thursday notice to 24 hours written notice posted before meetings.

Authorizes the House Speaker to direct standing and special committee chairs to limit committee meetings to measures that substantially relate to and have as their primary purpose appropriating, raising, or allocating state revenue.

Restrictions remain in effect until the House of Representatives passes a state operating budget to the Senate.
