AK HCR4

Amends Rule 1(e) of the Uniform Rules of the Alaska State Legislature to modify the Committee on Committees membership requirements.

Establishes that the Committee on Committees shall consist of at least five members including the presiding officer, but not to exceed 25 percent of the total house membership.

Requires the presiding officer to announce the Committee on Committees appointment no later than the day following election and to chair the committee.

Maintains existing provisions that the minority party is entitled to proportional representation on standing committees equal to their percentage of total house membership or one seat, whichever is greater.

Defines "minority" as members who have organized, elected a minority leader, and constitute at least 25 percent of total house membership.
