Expresses Alaska Legislature support for developing the road belt electrical transmission line, a high-voltage line running from Sutton to Glennallen with extensions to Gakona, Tok, Delta Junction, and back to Gakona through the upper Tanana region

Urges members of the Alaska delegation in Congress to pursue development of this transmission line to support defensive capabilities, critical military infrastructure, and the Alyeska Pipeline

Identifies benefits including providing low-cost energy to 17 small communities currently relying on diesel power, supporting military installations (Black Rapids Training Site, Donnelly Training Area, Fort Greely, Eielson Air Force Base, Clear Air Force Station), and boosting the agricultural industry in the Delta Junction area

Establishes a second secure path for power transmission from Anchorage to Fairbanks and creates an electrical transmission bus loop for emergency resilience during natural disasters such as earthquakes

Directs copies of the resolution to be sent to federal officials including the President, congressional leaders, and U.S. Secretaries of Defense, Interior, Agriculture, and Energy
