Repeals Article IX, Section 17(d) of the Alaska Constitution, which contains the budget reserve fund repayment requirement.

Removes the constitutional obligation for Alaska to repay withdrawals from the budget reserve fund.

Requires placement of the proposed amendment on the ballot at the next general election for voter approval.
