Requests the United States Department of Defense to augment funding for the Port of Alaska to ensure its operational capability and resilience against future earthquakes.

Designates the Port of Alaska as one of 17 commercial strategic seaports and notes it is one of only two such seaports located outside the contiguous United States, positioned near Arctic shipping channels.

Port of Alaska supports four major Department of Defense installations: Joint Base Elmendorf-Richardson, Fort Wainwright, Eielson Air Force Base, and Fort Greely, which are undergoing critical expansions for fighter jet and missile defense capacity.

Port serves as the only fully operational facility handling containers and roll-on-roll-off cargo twice weekly and functions as the critical fuel distribution hub for aviation fuel operations at Joint Base Elmendorf-Richardson and Eielson Air Force Base.

Port suffered infrastructure damage from a November 2019 earthquake that exacerbated preexisting corrosion damage; Alaska's fiscal situation prevents the state from being the sole funder of necessary upgrades.
