Proposes constitutional amendment to Article IV, Section 8 regarding the Alaska Judicial Council membership composition and appointment procedures.

Requires attorney members of the judicial council to be appointed by the organized state bar governing body and confirmed by a majority of the legislature in joint session (changing from prior appointment method).

Maintains three non-attorney members appointed by the governor for six-year terms, subject to confirmation by a majority of the legislature in joint session.

Keeps the chief justice of the supreme court as the seventh member and chairman of the judicial council, with requirement for four or more members to concur on council actions.

Requires the proposed amendment to be placed before Alaska voters at the next general election per Article XIII, Section 1 of the state constitution.
