Amends Article IX, Section 15 of the Alaska Constitution to establish that a portion of permanent fund income shall be transferred annually for dividend payments to state residents as specified by law as it existed on January 1, 2019.

Requires voter approval for any future amendments to the permanent fund dividend program, including changes to dividend amounts and eligibility requirements, through a statewide election held more than 120 days after enactment.

Repeals any amendments to the dividend payment program enacted between January 1, 2019, and January 1, 2021, reverting to the law in place on January 1, 2019.

Provides that permanent fund income not transferred for dividends shall be deposited in the general fund unless otherwise provided by law.

Submits these constitutional amendments to Alaska voters at the next general election for approval.
