Removes attorney general from gubernatorial appointment and converts the position to an elected office elected by qualified voters at the same time and for the same term as the governor.

Requires attorney general candidates to be U.S. citizens, qualified state voters, Alaska residents, and active members of the organized state bar.

Limits attorney general to two consecutive terms, with a one-term waiting period before eligibility to serve again.

Establishes special election procedures for attorney general vacancies, occurring 60-90 days after vacancy unless within 60 days of a primary election, with gubernatorial appointment authority up to 30 days after vacancy.

Directs proposed amendments to be placed before voters at the next general election in compliance with Alaska constitutional amendment procedures.
