Amends AS 15.20.081 to require absentee ballot applications include an option for qualified voters to receive absentee ballots by mail for future regularly scheduled state elections

Voters who select this option are not required to reapply for absentee ballots by mail unless they have not voted an absentee ballot for four consecutive years

Voters who select this option are not required to reapply if their previous absentee ballot was returned to the division as undeliverable

Takes effect January 1, 2020
